Rules Of The Oglethorpe County Republican Party

Article I
Organization
An organization was created to be named the “Oglethorpe County Republican
party”, Hereinafter referred to as the “County”. Said organization is
understood to represent Oglethorpe County Republicans in the State Of
Georgia. Its rules shall be consistent with the ruled of the Republican
Party of Georgia and the Georgia Election Code.
Section A. The County Committee officers shall be a Chairman; First
Vice-Chairman; Second Vice-Chairman; Third Vice-Chairman; Fourth
Vice-Chairman; Fifth Vice-Chairman; Sixth Vice-Chairman; Secretary; and Treasurer.
Section B. The officers of the County Committee shall have such power and
duties as shall be specified in writing in an instrument to be separately
adopted by the County Committee. Such instrument shall have the power of
rules, however, said instrument shall require majority vote of members
voting at legally constituted meeting of the County Committee for adoption
or amendment. Advanced publication of proposed amendments to said instrument
shall not be required.
Section C. The above officers shall be elected at the biennial County
Convention and shall hold office for two years, or until their successors
are elected and qualified. Offices vacated more than 90 days prior to any
County Convention shall be filled by election. The election shall be
announced by The County Committee not less than 10 calendar days prior to
the County Committee meeting at which the election shall take place.
Section A. There is herby created a County Committee, which shall have the power to act in all respects for and on behalf of the County between Conventions of the County.
Section B. The County Committee shall be composed of the County Officers,
Chairpersons of each voting Precinct, Republican Elected Officials who
reside within the County and current dues-paying members.
Section C. Meetings of the County Committee shall be held upon the call of
the Chairman, a majority of the members of the County Committee, or
one-third of the members of the County Executive Committee. Meetings shall
be called not less than once each calendar year.
Section D. A quorum shall consist of the majority of the voting members
present and by proxy of the County Committee.
Section E. Proxies shall be used to represent members of the County
Committee in official matters when held by another member. Notwithstanding,
no member shall vote more than three proxies.
Section A. There is hereby created a County Executive Committee, which shall have the power between County Committee meetings to act for and on behalf of the County Committee solely for the purpose of carrying out policy established by the County Committee
Section B. The County Executive Committee shall be composed of the officers
of the County Committee and the Chairperson of each Voting Precinct.
Section C. Meetings of the county Executive Committee shall be held upon the
call of the Chairman or a majority of the members of the County Executive
Committee, and there shall be not less than three meetings each calendar
year.
Section D. A quorum shall consist of the majority of the members present and
by proxy of the County Executive Committee. No member shall vote more than
two proxies.
These rules shall be amended by a two-thirds vote of those present at a
legally constituted meeting of the County Committee, provided that the
notice by which the meeting is called shall have contained in writing the
full context of the proposed amendment.
Section A. The Chairman shall appoint the following standing committees: Candidate Recruitment5 & Election; Finance and Budget; Publicity and Newsletter; and Membership.
Section B. The Finance and Budget Committee shall annually prepare a budget
for the County and shall present said budget for Committee consideration and
approval at the first regularly scheduled County Executive Committee Meeting
of the calendar year.
Section A. Membership in the County shall be open to all registered
voters of the County who subscribe to the principals of the Republican
Party. Dues are at two levels: a general membership is $10 per person and a
supporting membership is $25 per person.

Section 1. The Chairman of the County shall serve as Chairman of the County Committee and shall serve as Chairman of the County Executive Committee. He shall act as Chief Executive Officer thereof. The Chairman shall be the spokesperson for the County and for the County Committee and for the Executive Committee.
Section 2. The Chairman shall be an ex-officio member of each committee he
may appoint, and shall remain neutral in any Republican Primary contest
involving County officials.
Section 1. The first Vice-Chairman shall assume the office of the County Chairman whenever a vacancy occurs in that office. Such services as County Chairman shall continue until a County Chairman shall have been elected and qualified by a regularly scheduled meeting of the County Committee.
Section 2. The First Vice-Chairman shall be responsible for organization of
all unorganized precincts in the County.
Section 3. The First Vice-Chairman shall assist the County Chairman and
shall perform other duties as the Chairman of Executive Committee may
direct.
Section 1. The Second Vice-Chairman shall be responsible for candidate
recruitment, and shall serve as Chairman of the recruitment and Election
Committee.
Section 1. The Third Vice-Chairman shall be the chief solicitor of funds
for the County. He shall serve as Chairman of the Finance and Budget
Committee.
Section 1. The Fourth Vice –Chairman shall be responsible for soliciting new members and promoting member participation and shall serve as Chairman of the Membership Committee.
Fifth Vice-Chairman
Section 1. The Fifth Vice-Chairman shall be responsible for positive publicity for the Party, for production of a County Newsletter and creation of a County Party Scrapbook. He shall serve as the Chairman of the Publicity and Newsletter Committee.
Sixth Vice-Chairman
Section1. The Sixth Vice-Chairman shall be responsible for obtaining program speakers and other duties directed by the Chairman of the Oglethorpe County Republican Executive Committee.
Section 1. The Secretary shall keep the minutes of the proceedings of
each meeting of the County Committee and the County Executive Committee and
shall perform other duties as may be directed by the Chairman or County
Executive Committee. Minutes shall be provided in written form to members of
the County Executive Committee.
Section 1. The treasurer shall receive and disperse all monies of the county and shall account for same by regular statements as directed by the County Executive Committee, and shall supervise the preparation and execution of the County Budget, and serve as Vice-Chairman of the Finance and Budget Committee.
